Unable to trade Lex Prime to MR 4

I invited a fellow friend to my dojo and he decided to trade me lex prime. I am a MR 4 but when he tried to trade lex prime (whole set), it says mastery rank locked. When i searched it up on google it said that lex prime has 0 mastery rank. What is happening???

It was recently made MR10 apparently for an upcoming buff.

If the buff is not just dual wielding capability then RIP snipers... even more so than now.

MR10 for the Lex Prime? But why?

Lex carried me as a new player. Sniper secondary. The Prime version *should* have a decent MR on it, even without a buff.
