Because when they were artifacts they were just there not consuming anything, and offered a slight boost. Then they took up mod capacity, and still yet offered a slight boost, but at a cost now which sucked. Now they offer a slight boost, and give extra mod capacity?!?!?! They're actually useful now! Currently I can play my new Nova with most the mods on because of the Aura, not in spit of it.
