Toxic Lash

Saryn does not have to cast Spores to use Toxic Lash, right? Because that would be a PITA. Casting Spores will simply help regenerate energy? Miasma gets a damage boost?

I've been trying to figure out what's going on by observing game play, but it's not as if I see spores pop up on nearby enemies while using a melee weapon. Really, it's almost as if nothing happens after Toxic Lash is cast.

No she doesn't need Spores up for Toxic Lash to function.

Toxic Lash adds +%Toxic damage to your melee damage. The damage source is separate from the weapon itself and has an innate 100% status chance. It will give you energy on Spores inflicted enemies and automatically burst a spore as if you struck the spore itself. When an enemy dies, the spores explode in half the range is if you manually pop them. The bonus damage to Miasma is just the Toxic status effect being active. You don't need Toxic Lash for that bonus.
