Once i post the recruitment topic in respective subforum and i build barracks to upgrade the tier - do i need to copypaste topic's contains into higher tier subforum with asking mods to close the previous one, or is there some sort of free movement of topics in these cases?

You might be able to contact a forum admin to help you move the topic to its respective subforum. Message [DE]Danielle or any of the other [DE]'s and they should be able to help you.
