Screen Issue? (Weird Line Going Across When Scrolling)

SO yeah, this probably isnt warframe related but I thought Id try anyways.

 

Whenever I scroll up and down with my mouse, or something is moving on my screen, I get a slighty noticable line going across the screen. Almost like a wave.. Hard to explain.

 

If anyone had any clue how to fix this, Id be VERY grateful. It's annoying as hell.

Does this happen anywhere else? (programs, videos, other games, etc.)

 

Check your Warframe graphics settings, try enabling or disabling Vertical Sync.

 

Check your video cables, ensure they're seated, try swapping, etc.

 

Hit the auto setup on your monitor.

 

...Are you using a CRT monitor?

Im not sure what a CRT monitor is, and this appears outside the game as well, when I browse around etc.
