tweak public instance in the plains please

i believe  some of use ran into this problem and it is public is having issues with properly placing us in the proper team before sending us out into the plains. for one you can be dropped in a party that is doing a bounty even when you are not doing a bounty. creating a problem especial if those players are very new.  there for i hope they start tweaking the instance so this isn't much of a problem. and my suggestion is keeping new players from accidentally wondering into a 3rd tier and 4th tier bounties unless they are in a  team already. 

it will be a relief for both new players and old players if they are put in the proper spots in a public instance.
