Is levelling up your gear the only way to obtain mastery points?

I understand that levelling up a weapon grants you 100xp and warframes are 200xp, but I need 17k mastery point to obtain the next rank and it seems like it would take terribly long to obtain that much mastery point, considering I have to constantly switch out weapons and warframes. So are there any other way to get mastery points? Or does the amount of mastery points you get increase the higher your equipment rank is when they level up?

Also, if I have a weapon maxed out at rank 30, is there anyway to reset the weapon so I can level it up again? If not, will selling and rebuying the weapon do?

I believe selling and rebuying a lv 1 weapon starts it over. You dont even need to sell, just buy a lv 1 weapon and start using that. Any leveling gives you points. hope that helps.

Not anymore. If you level a weapon to 10 then sell it and buy it again, you would gain nothing at all from that weapon untill you got it to 11.

I think the entire way mastery ranks up is broken at the moment, and im pretty sure most people realize theres an issue, so im assuming it will be fixed at some point.
