lag issues on POE by putting poeple in overfull areas

lag is caused by bad script managment of in what areas the users is put in

it does NOT properly manage on what zones one enter, it allways busy areas  one entrers and that should be block entering enter users in once an area reaches busy.

but the bad script put one allways into the first 1-4 only when running public

and they allways busy.

currently it only works on solo

but each time one reenters Cestus one lands again on a busy area

due to broken script that places all users allways  into busy areas and not calm areas!

how to fix it below:

for all run as bounty and more added script check when returning to check for current first calm area.

and added proper check so not just area 1-4 it check but for all zone!

and lastly also add a check of how many poeple are send to a zone so that when send amount with exist allready reach busy to move them to next zone

and repeat check for each zone and so split them properly to prevent overfull busy areas.

its an important variable otherwise poeple will allways land in busy areas

few more things

also sort funcion for area check  and latenze check  for this sending queue.

and also not just one queue, but a insync queue thread that know what each of them does, otherwise you will still get lag and busy areas.

to also prevent this send queue to reach overfull.

so the send thread can be split by area play poeple first and after that latenze thread poeple of this areas to put those together
