There's nothing to figure out.  Clearly he wants a 1-ammo mag.  So all he needs is Depleted Reload and a riven with -25.01% Mag Cap.  Then he gets to enjoy a much faster Fire Rate.

Hmmm, I finally got myself a 1-ammo mag Vulklok to test.  And my Vulklok does NOT shoot any faster with a 1-ammo mag.  You must be using your riven for something else?  Perhaps for triggering an arcane?
