Atlas rubble decay not stopped in operator mode

If you enter operator mode, even though rubble decay is supposed to have stopped, when you return it has decayed anyway. This can be seen in one of two ways:

1) If you pick up rubble, your rubble meter will reset to where it was "supposed" to be

2) If you stayed in operator mode long enough, the meter will simply have depleted entirely
