ahh well the file is gone....

I tried restarting like 5 times before but after booting in safe mode the file just disappeared lol.

No idea what all that was about.

File/folder was locked at filesystem level (queued for deletion but not fulfilled). Will occur if "application experience" service is not running.

- or -

Filesystem damaged (hdd failure etc)

Honestly, check the following if you want to really "fix"  your issue.

services.msc, make sure "application experience" is started and running.

Safe mode is a great idea, its one of the best tools for windows that you could ever ask for. Also, when i run into situations like that and cant do it any other way, I usually pop in a Linux Live USB, and i do whatever i need with that. Linux doesnt give a damn about windows security or file locations or anything. With just my Live USB, i've saved the data of literally hundreds of computers where windows is either dying, or is dead. As long as its not a bad hardware issue, Linux to the Rescue.
