A number of reasons: Far less voice lines than rerecording all of Lotus's Lines As far as I can tell, these lines are already instanced for each player, so that may help? Some people (not me) find Cephalon Sark annoying How many people know about Cephalon Sark's appearances in Conclave? So many great choices for announcers, such as Vay Hek.
