Option to change clan size

As we know clan size is tied to the barracks, thing is some of use would build those rooms to complete the look of the dojo but we can't since it would increase the clan size and crafting requirements. Also when clan's decide to downsize they have to destroy the room in order to do so.

Instead it would make sense if we got a clan option where we can change the clan size as long as we have built the required rooms. Naturally this option would lock under certain condition such as ongoing Operations and when attempting to downsize the clan while being over the maximum member limit of the previous tier.
