A New Conclave Or Dark Sector Conflict Mod System

I think it would be cool if we could have a system where you have a PvP and PvE tab for your Warframes and weapons and in the PvP tab you would have access to all of the mods in the game at max rank. This would allow new players to get into conclave without having to play for 500 hours (this maybe an overstatement). This could also be a good way to get rid of the conclave rating system, I'm sure some people are sick of just playing Europa. Of course they would have to balance mods like Quick Thinking, Rage, Reflex Guard, and a lot of the abilities or else we would be seeing a lot more QTR users. Let me know what you think of this.
