The release order has changed on multiple occasions. It's only recently that they've started doing 2 and 2 for base frames.
If they decide on neither male or female for this frame. Then DE can just place a female frame before or after this one for consistency. Though depending on how they handle the lore this frame could count as both and wouldn't need an extra frame.
The possibilities are there and the 2 and 2 release order is not set in stone.

Nah everyone has different perceptions of things and the pic is a fan concept. It's not from the first guy that made the concept and probably not what DE is working with at the moment.

SpoilerZuud was originally a hive mind with her sisters sharing every sense. The personality disorder comes from having that mental link destroyed, her repressing her memories of Deck 12, and the remnants of what was once six people still buzzing in her mind.

You're using our reality limitations. Not the great space magic that is the Warframe universe.
If the corpus are able to bonk a bunch of personalities into one conscious. That just makes it even more plausible for the orokin. -
I'd imagine it's more like an independent hive mind. From what we've seen memories and thoughts can be garnered from the smallest pieces of a warframe. From blueprints to actual pieces we can see the entirety of a warframe's past. It wouldn't be a stretch to say that the pieces of the broken frame meld into a hive like consciousness held by void energy.
Physical appearance is eh. Humans come in many forms (and warframes are only part human) whether someone sees it as one gender or another is based purely on how they are viewing the figure and their ideas of what can and can't be male/female.
Genetically we can't even touch the subject because of the absolutely mad science the orokin did to people.-

I've been on a bender of lgbt+ content and recently found Sense8.
I didn't know it had lgbt+ content as main themes. Why did no one tell me.
A few episodes in and the trans character almost gets lobotomized.

Broken Warframe, would a "frankenstein" frame have gender or a singular identity?

DE doesn't have to get "political" because Warframe is a fictional universe. At the moment they can place any type of character. The only thing they have to regulate is the players. Players the spam chats with what they see as a meme. Players that get hysterical over a character that is both masculine and feminine. They don't "dive into politics" DE just does it then deals with any nuisance.
The frames where once human which is why they maintain some form and not just a miracle.
Also there is nothing yet to suggest operaters would be capable of such a feat.
