Same issues here. I was unlinked and couldn't claim PLUS I watched the whole stream and got credit for the Gotva but not for Gara. I was able to relink using the warframe.com/twitch page, and claim (re-claim? because I definitely did it) and now the Gotva got delivered, but I guess I'm SoL on Gara.
