It looks like the way the mod words is it only scales off nidus base frame health. 550 on the prime so at 4% with 100 stacks it adds about 2200hp. This does not seem to take into consideration shards or something like arcane blessing in its calculation. However, the mod appears to scale with ability power. Mine for instance shows 8% not 4%. Which would be more like a 4000 hp bonus. It is simply not giving the enhanced strength bonus. So if that's a bug I am not sure, but I am still testing the mod out.
The fact that this mod requires the loss of a vitality slot and is obviously intended for us to link to an ally to give them a bonus hp boost is nice, but when not tethered it needs to give nidus the buff baseline. Otherwise, you are running around with low health when not tethered so you want to link to an enemy to get the DR plus health, but the mod is designed to encourage you link to a friendly frame. Of course you cant do that in high level play because then you wouldnt get the DR. So either give the DR on ally link as well or make the mod give nidus the hp from the stack buff when not linked.
