Additionally; it seems after leaving the hub, my star chart selector was also turned to steel path. To be fair I could just be an idiot and toggled it myselves afterwards without thinking, but I'm not certain.

Was in Sanctum Anatomica, signed up for regular bounty (exterminate level 65-70 enemies) in public squad matchmaking. What I got was the same bounty with steel path enemies around level 160+, acolytes and all that jazz. I personally haven't even gotten far in steel path to have started the bounty myselves in steel path, and I was not the host so safe to assume the host did start the bounty on steel path difficulty.
