  1. Nope im having the very same issues, with the following PC parts Ryzen 9 cores x12, 3070 rtx, 64GB Ram and a state of the art SSD where the game is also installed. So 100% it is not an issue that comes from the computer power itself. But it happens nearly every time - you tab out and back in, the game takes much longer than you would assume to tab back in, and then the textures will partially switch to the lowest settings possible, but not all of it. Sometimes it is only the Frame that gets that treatment, sometimes its more. It also doesnt switch back immedietly, it stays like that until you do something. I switched on DLSS with Quality as the setting, since then i have not had that issue anymore, but im still experimenting. The only issue is that i dont rly like what DLSS does with the visible image... But i will continue to go on trying what makes it happen.... EDIT: Alright after a bunch of changes in my nvidia settings itself for the game, it runs a lot smoother without that issue, tell your friend to check his graphics card settings he has set for warframe, specifically the antialising settings that come from it. (it might also be related to the energy settings you allow your pc to use), but there is definitly some issue related to the graphic cards settings. So tell your mate to check upon that one :) Also IF your chum has 2 monitors - tell him to set the game to borderless fullscreen - that gets rid of the issue altogether cause the game never gets put into background mode in the first place.
