Yes, ticker does sell the familial debt bonds but it's so rare, like maybe one every other week. I don't like that. I got one maybe three four weeks ago and this is January of 2024.

Every prosecutor I've faced for a while now has been immune to every element including the one they're supposed to be weak against. The only way I can do any damage to them is by knocking them down with a melee weapon and hopefully it will do damage to them while they're on the ground. But they get up so quickly it's hard to do a ground attack.

The fix did not work for me, and while technically I do not have the war within quest done, according to the current build notes I'm not supposed to have to. Edit: it finally popped on its own, through the Tenno Guide. After failing to get the restart fix to work I activated the tenno guide, cleared the active quest(heart of Deimos), then I went through a random mission and when the mission was over, the tenno guide recommended that I activate the heart of Deimos quest, which I did, and then it worked.
