Can't start Heart of Deimos quest

The quest says "visit cambion drift", I go there and, according to the wiki, I should meet Loid and Otak but that doesn't happen to me, I just spawn in the open world. I can go to the hub location but nobody's there. I have completed The War Within and I have access to my operator so it probably isn't the source of the issue

This worked for me as well. I spent hours trying to get this mission to move forward, and all it took was a simple restart.

The fix did not work for me, and while technically I do not have the war within quest done, according to the current build notes I'm not supposed to have to. Edit: it finally popped on its own, through the Tenno Guide. After failing to get the restart fix to work I activated the tenno guide, cleared the active quest(heart of Deimos), then I went through a random  mission and when the mission was over, the tenno guide recommended that I activate the heart of Deimos quest, which I did, and then it worked.
