I found a way, i seen a post on reddit that the amp damage goes off by frame rate so i lowered it to 30 and did it first try. Thank you anyways tho!

Im at the boss fight with Ballas and got him to the second phase but i can only knock down 2 of his health bars down until it resets. I only started warframe about 3 weeks ago and im a fairly new player so when i got my amp gun for my operator i dove right in the quest with a level 2 amp gun. im prety much soft locked because my amp is such low level it does barely any damage :/ i really dont want to have to make a new account.
