Since I was playing solo I was taking a few breaks every now and then, I stayed for 60 "survival" minutes and had 1 hour and 30 minutes on the mission timer. Now when I got back to my ship shortly after 20:00 the next arbitration (Uranus Grineer Def) was already marked as completed.
