Energy carrier spawns in arbitatrations

I have found that if you split into two groups of two during arbitration's the enemies carrying the power core don't spawn enough. also, enemies dont spawn at all sometimes if the extraction sites are far away. i found this happens on corpus ice maps most but it happens with grineer and infested as well. Also even staying with a group of four sometimes the energy carriers dont spawn. I timed it today and it was literally 2 full mins before a energy carrier spawn or came near the extractor in today's arbitration.

Excavation’s always been a little volatile in that manner. With arbitrations making the timer twice as long, it doesn’t help.

It’d make it easier if the new dig sites wouldn’t spawn so far away from active sites.
