First I've built Oracle and Reactor (didn't know that there will be dead end), then I've undestood that I should have built the connectors before but cannot delete Oracle now. I have no labs or any other facilities except reactor. Reactor could be deleted but after that I cannot build anything because connectors need ENERGY. This has been mentioned in this Japanese post as well I think: https://forums.warframe.com/index.php?/topic/103886-japanese/ I'm sure there are no decorations in your Oracle either, so I'm inclined to say it is definitely a bug.
