PC to console migrations have only been offered for a short time, at the launch of the game to a console, and are unlikely to ever be offered again. You need to make a new account if you wish to play on PC, and have not started an account on PC previously. If you’re referring to logging in on the Warframe website, using your Xbox account info, then we might need more info on what problem you’re experiencing.
