Orb Vallis: can't hack base

There is supposed to be an enemy that drops a yellow thing so you can hack a base in Orb Vallis as to get bounties there, and profit taker part 1 requires this as step 2. Kill all enemies around and over half the time no yellow thing spawns so you can't advance to the next step. This has only been a problem since day one of Fortuna on Xbox, and it is still not fixed. It has to be a big enough problem where people are complaining about it. So why has it not been fixed a month ago already?
