I mean.. for god's sake: will they ever shut up? I cannot imagine that the dev's wanted this to be quite this annoying. Perhaps someone commented out a couple of lines of good if-statements and forgot to bring them back... Perhaps, a routine is just not converging... I am not sure of cause - BUT FOR GODS SAKE! PLEASE! PLEASE! PRETTY PLEASE! Fix it... I do not need to be told every time I come back to orbiter after a mission that I need to build the !@#Q$ blueprint. It is already building...
