Sudden FPS loss

I have never not once had an issue with warframe lagging or Fps issues until 3 days ago. At the time of writing this its unplayable as every time I load into a mission and any enemies come near me I go from a flawless 60+ fps to 20.(I have v sync on Atm to see if it helps. Usually my fps is higher.) yes I also tested it without v sync on.  I have reinstalled my drives, I have done almost everything including reinstalling the game optimizing it etc.

I AM NOT EXPERIENCING THIS ON ANY OTHER GAMES!

My Build

Ryzen 7 1800x 

16gb ddr4 RAM 3200

RTX 2070

 

EDIT 

I was playing 1 mission loaded it up getting anywhere from 150-200 fps as soon as enemies spawn INSTANT 20 fps for about 3 seconds and then slowly SLOWLY climbs back up. Its happening on every map and everywhere.

Things that you also need to clarify :

Does it lag when you are playing other games? 
What changes happened three days ago? (if none, it may be windows update)
What does your task manager look like while running the game? (go to simulcrum in borderless mode to be able to see it at the same time)

I stated it is not lagging in other games up there. no changes from my pc happened. I did not update get any or anything. Task cpu is at 10ish percent I never see it high on any games. Gpu is running as stated and temps stay below 60c on both my CPU and GPU

Try this thing:

go to Nvidia control panel

choose 3D settings 

Open Program Settings tab

Find or Add Warframe there

Set Power Management to Prefer maximum performance.

So I did try this and I saw overall but I still lag when enemies spawn or abilities are used. I'm just so confused why it suddenly started doing this unless another global setting would cause this.

i have the same stutters 0.5-1sec in SO, ESO and on Survivals sometimes.

rtx2070 with latest drivers clean installed.

 My main stutters come from ability usage mainly. also enemies spawning in like corrupted ones are the main issue.
