That's a non-issue as long as high leg challenge does not affect the early game for casuals.

For reference, casuals leave long before they are close to unlocking Arbitrations because they don't dedicate themselves to the point of clearing every single mission im the entire game. 

And The New War may require having completed The Sacrifice, The War Within and the Ropalolyst fight, so it is by design excluding casual and new players until they get there.
