New Arbitration Algorithm ??

I don't know if this is intended or not, but three or four times in a row I'll get the same +300% frame in Arbitration. My friends and clan-mates also have this problem. I play a lot of Arbitration, this is clearly not a random occurrence, this happens everyday, multiple times a day. As I'm writing this, Arbitration has reset 3 times in a row and each time I had Revenant as my +300% frame. I don't know why the randomness was taken out, but it was more fun when the Arbitration reset and you had a different +300% frame to choose to play or not.
