Only Nidus and Inaros being able to use their health is a bit weird considering how much frames you can mod for health and get red rid of shield through dragon key to get better benefit from Rage/Hunter Adrenaline. Making health being drained without considering the armor (I think it's already the case ?) would be enough of a balance, maybe even draining 2 health instead of 1 shield.
