large fps drop + jittery + crashes upon entering Options

So Im having problems with performance drops. mikes it almost unplayable. im only getting an average of 15fps and quite often will drop to like 1-2fps then back up to ~20. i cant change any of the options because it just crashes back to desktop pretty much right after clicking Options. it wasn't doing any of it last week. i even tried changing the settings in the EE.cfg but just reverts. please help.

Edit: iv tried verifying and Optimization. didnt do anything
