Is there any way to access the menu for avionics and wreckage if you're still in the process of building your railjack?

I'm still in the middle of the rising tide quest so I can't access the configure railjack console but I've already done a few missions and got some avionics and parts. Where do I go to check what I've got and scrap wreckage if they're over 30?

I don't believe you can access the Configure Railjack console until your RJ is built and key installed. Which means, you can't look at any of that stuff. Far as I've seen, that's the only place you can look at them. The only thing you can do is spend Intrinsics via the menu while in your orbiter.
