Scarlet Spear relays should lock when objective is complete

Scarlet Spear relays should lock and not allow anyone to enter them when they reach 100 Murex repelled. Otherwise, the matchmaking continuously throws players into relays where they can't do anything.

Yep my friends and I had this issue yesterday. We tried for about 30 min to get into an instance to try out the operation and kept getting put into 100/100 ones so we gave up hoping to see this fixed before trying again.
