Bad performance/Low cpu usage

my spec are

1. cpu amd athlon dual core 64 x2 6000+ 3.1ghz(overclocked from 3.00ghz)
2. gpu amd  HD 7750 1gb gigabyte  oc edition
3. motherboard asus m2n
4. ram ddr2 7gb
5. hard disk 250 gb
6. OS windows 10 pro version 1909

i  have on lowest settings in ship 60 fps same on high but when go in mission fps is like 15-20 sometimes 20-30  depends on missions dosent matter high or low settings   i run msi after burner program to check usage of my hardware and notice that  cpu usage is around 80% sometimes goes even 70%  while my gpu chill at 20-30% usage on lowset and on high settings is around 70%  i try it v sync on/off fps is same  only when is on  less frame drops have  i try in launcher check deferred  rendering   what  increase my cpu usage but only on some missions cpu usage is 100%  and fps goes up to 40-50 agine same on low and high settings  but on some other missions fps is around 10-15  i try run optimize   from launcher dint help on fps i only faster loading game    also i try switch from directx 11 to 10 but  even is checked on launcher on misi after burner show is directx 11  so dont get any difference  also try on task manager set high priority  but dint change anything   for some reason game just wont take full power of my cpu even on loading screen wont use 100% cpu

Could be a number of background processes open, afterburner would also use CPU if you have it open at the same time as WF.  Given how old some of those components are best bet would just be to bite the bullet and upgrade. 

Cheap 1151 socket motherboards and CPUs can be found along with ddr3 or ddr4 ram. Not the ideal situation or answer you'd probably want. 

Performance could also be a thermal issue (bad thermal paste,  poor cooling fans or aio, dusty/dirty parts that don't breathe etc) assuming you haven't done so already just check those things out for safety. Some might say it's "performance degradation" but results are inconclusive from what I've seen.

afert burner dont have big impact on fps   but run it to see what my bottleneck  and its very strange that cpu usage is only 80%   i cleaned my pc before  2-3 days    and i clean it windows  running only 90% process  before clean was 140+ so  that also is not problem  i keep my pc very clean  in software and hardware   and for upgrade dont have money my pc  is above official minimum system requirements to run warfame  is some games issues  it must use 100% cpu    i never see in any game in pass that use less then 95% cpu usage

So wait... Now I'm confused, you're surprised that your CPU usage is less than 100% when running warframe?

yes and that reason  why i have bad fps i think  warframe dont use my full power of pc
