Augment mods not functioning for subsumed abilites

I've played with the system a bit and I wanted to test out Condemn from Harrow onto Mag so I can get over shields faster and I was testing out the augment for Condemn and it shows the "energy buff gain" in the arsenal stats but testing the ability itself it wasn't proc'ing the augment to give the respective bonuses for the buffs. Does this just not work because it isn't Harrow or does it not work as intended and needs to be applied through patch/hotfix so the augment works on more than just Harrow himself?

You probably read the augment wrong. The augment doesn't do anything without Harrow's other abilities. I don't 100% know how the augment works, but I'm guessing that the "energy buff gain" you're talking about is just in relation to the 50% of the Thurible effect that you'd gain If Thurible was active and if another player got the kill on a Condemned enemy. But of course you don't have Thurible if you're not playing Harrow, so you can't do anything with the augment.

Its effects depend on Thurible and/or Penance.  As a subsumed ability it should do exactly what it does for Harrow when he doesn't have them active: nothing.

You could certainly make a case that DE should tune it to work differently on other frames
