Sister of parvos can't spawn lich after granum void completion

I've been trying for 2 hours trying to get the lich from the sister of parvos update, But after every completions i did from granum void (Zenith coin). the lich or "new candidate" of the sister thingy doesn't spawn but instead the one that's always spawning is the Treasurer. It is down right tilting to use 20+ zenith coins and still no lich spawn.

This is a known bug, but it's worth noting that you do need to have Call of the Tempestarii completed to access the sisters, the same way you need to do War Within to access liches. If you don't have the quest done, the sister candidate won't spawn no matter what
