"Open Squads" count is useless

The "Open Squads" count is misleading - and worse than useless. In almost every case, if a mission shows Open Squads - I end up battling it out alone, and sometime failing. I've had this happen even when the game tells me that there are 4 Open Squads. I've also seen many times when there are 0 Open squads, and yet I end up with a full team.
