Ghoul bounty won't produce target for "eliminate the target" step.

Good afternoon.

I've been soloing the Ghoul bounties on Cetus, and ran into a mission bug that forces you to fail.

In any bounty, where there's a step to kill a target after X-amount of Ghouls, the "target" Ghoul doesn't spawn. When the timer runs out, you fail the bounty. This event has repeated in every Ghoul bounty that requires this step.

Thankfully, I got to keep all my loot and bounty rewards up to that point.
