I did not obtain the incubator power core and now I can not progress.

... I was going to say that I didn't think you would actually obtain the item "Incubator Power Core" from the quest... But now I can confidently say, and with sufficient proof, that you're supposed to build the Incubator Power Core.

... Now, if you completed the Mars Junction and didn't get the Incubator Power Core, then its a bug... but you have two methods of gaining the item, one of which is building it after buying the Blueprint from the Market.
