Syncing Games?

Trying to do the one time migration over to my new PS4 Account, but in the account management section it says can only do this when games are Synced... what does it mean by that?

It means when the builds are the same. Right now, PC is ahead of PS4 by at least one update (I think).

 

For example, the only time you can sync up with PS4 is when both systems are running, say, Update 11.

They said before that the PS4 will be starting a few updates behind. Its easier to do it that way. It so that they can work out any ps4 only bugs that come up as they slowly get the games in sync.

They used an older build on the PS4 because they can't risk it being unstable.
