I just started the New War Quest today but I cant beat it because of the Balloon

Today I started the quest and have gotten stuck at the Balloon bug that seems to be encountered most often by console players and because of that there arent many answers out there that could help me on PC. I have tried making all my keybinds back to default, I have verified and optimized the cache to see if that would fix it.

The only thing I havent tried that is on other posts here is to try using a controller so I can finally move, atm I dont have one to use so thats a dead end for now.

(For clarification whenever i get on the balloon i cant move at all but my operator is in the railjack position while having full control of his normal abilities and mote)
