Not in my game. I was thinking it was a skill that you picked up somehow. When I check the intrinsic in the railjack commands it tells me I have 0 points. When I try to hire crew from Ticker, the option isn't available.

you need to do more railjack missions to earn intrinsic points to use

Thanks Syrethyst and Uhkretor. I finally figured it out, command is one of the intrinsics (like pilot or gunnery) that you can spend points on to improve.
