Issues with fighting during any missions

I'm trying to do the missions I have but sometimes when I load in I can't attack anything regardless if I reset the mission I'm on. It's an off and on type deal but it makes it extremely annoying when I can't take out the things I need to when it comes to missions. I'm not sure as to what's causing the issue either as it doesn't always happen but it's been happening more and more. It's been going on for almost a week but I just thought it was something on my end but I'm not tech savvy at all so I wouldn't even be able to figure out if it is something on my end.
