Why does Host Migration lock up the whole Playstation?

Of the few game I have, only Warframe locks up the entire Playstation, not allowing me to get out of the game interface at all. I get host migration and my only alternative to watching the game do stupid stuff and be uncontrollable is for me to restart the entire box. Warframe needs to address this so we can leave the game and force quit the game ONLY, not the entire Playstation! I got a failed to connect that wasted ten minutes of my time as I just helplessly watched my Warframe leave the group de to HM, then circle around on Deimos, then finally the Fail to connect to server hitbox. The failed to connect hitbox responds to NOTHING. It says I will be logged out but it just sits there. This behavior is NOT NEW. I dont know how many others have had this happen to them - but its yet another bug that probably should have been addressed first before all the recent nerfs that seem to take priority over bug crushing..
