Cavia bounties not paying out bounty rewards

I reported this before but several hot fixes have occurred and there are still no rewards most of the time. It seems like there is about a 5% or so chance to actually recieve a bounty reward when the mission completes, and not every party member will recieve it when it finally decides to give it out.
