Cannot do transference in Cetus to get to Quills

For some reason I cannot use transference in Cetus to get to the Quills. I have done the Cetus quest and the quest required to use transference on regular non open world missions, but it won't let me in, this won't let me progress at all in the focus trees and won't let me interact with the npc's in Fortuna behind the operator door either. I have tried to reset the controls in case something bugged those out but it still gives me the error sound like im on cooldown.

Can you name that Quest? Names are good :D

Are you talking about The Second Dream, or The War Within?

Can you freely switch between Frame and Operator in missions, or is there a meter that needs to fill first?

You can use Transference in Free Roam as well.

There is no "Operator door" in Fortuna.

There is a special wall in the Necralisk.
