Kuva Larvaling weapon repeat protection not working

Watching a friend on PlayStation today go through Cassini solo over 15 times, completing the mission each time.

Larvalings had 2x Kuva Hek, 2x Kuva Sobek, 2x kraken, 2x hind, 2x Shildeg. 2x Twin Stubbas. Other single examples too, but so far never the weapon wanted, a drakgoon.

My understanding is that repeats should not happen in a farm for a single weapon.

That's theoretically possible; if they'd refused several Liches prior to this and one had the Drakgoon. If Hek, Sobek, Kraken, Hind, Shildeg, and Twin Stubbas were the only weapons left in the pool you could roll all of them, reject them, then the pool would reset and you could reroll them again, before getting the Drakgoon.
