Okina Incarnon 2nd Challenge 'Activate this weapon's Incarnon Form 0/6 time in a mission' not counting.

I'm trying to evolve the Okina Incarnon, but the second challenge just flat out is not working, I've tried multiple missions, and restarting the game, but it still hasn't shown up or counted in a mission.

Ignore how scuffed the clip, I hadn't made one before, but it's a Kuva Survival where I take a level 28 Okina Prime, and activate the Incarnon in mission and the challenges tab shows that it hasn't been counted. I'm not sure if levels have anything to do with it but from googling nothing really suggests that is the case.

I found a way around it, if you equip another incarnon weapon with it and activate it counts for Okina ... it counted for mine anyway I was evolving Sybaris and Okina at same time..
